What PayPal Invoicing is
PayPal Invoicing comes with a PayPal Business account. You create invoices and estimates, send them by email, SMS, messaging apps, a QR code or a link, and clients pay without a PayPal account: with PayPal, Venmo (US only), cards, Apple Pay, Pay Later or Pay by Bank. Clients can accept an estimate or request changes, and estimates convert to invoices. Recurring invoices run weekly, monthly, yearly or at a custom interval, and automatic reminders can be set up. PayPal's help center says invoicing has no setup or monthly fees; you pay per payment, from 2.99% + 49¢ for cards to 3.49% + 49¢ for PayPal and Venmo. PayPal works in more than 200 markets and 24 currencies, and shows invoices in each client's preferred language.

Pricing in detail
PayPal costs nothing until a client pays; then each payment carries a percentage and a 49¢ fixed fee. On a $100 card payment that is $3.48 with PayPal and $3.20 with Stripe; if the client pays with PayPal or Venmo, PayPal charges $3.98. The 49¢ fixed fee weighs most on small invoices.
